1975年6月,日本最初の実用規模オンライン情報検索サービスTOOL-IRが,東大大型計算機センターで開始された。ソフトウェアは著者らのチームによる自作で,初期には海外から輸入したデータベース(最初はChemical Abstracts ServiceのCA Condensatesのみ,同年度内にCambridge UniversityのCrystallographic Data, INSPECのComputer and Control Abstracts)が加わった。利用者は全国の大学・短大・高専・研究所などの研究者(教師および大学院生)で,毎年の実利用者は致百人(最盛期は千教百人), 20年以上利用された。TOOL-IRサービスは,ヒューマン・インターフェースを重視した対話型(CUI)ソフトウェアをもち,語尾一致検索,質問ライブラリ,利用者によるデータベース作成支援ソフトウェア(PDB),サービス提供者と利用者間の電子メール交信のどの特色があった。また,国産計算機上で音響カプラー端末(いわゆる電話端末)を利用できるようにした最初のシステムでもあった。このプロジェクトの発想,研究・開発,データベースの輸入,サービスの略史について述べる。

The first Japanese online information retrieval service, TOOL-IR, was started at the Computer Centre, Tokyo University, in July 1975. The sotware was developed by a group headed by the author. Initially it started with CA Condensates database from the Chemical Abstracts Service, and within the fiscal year 1975 Crystallographic Data from Cambridge University and Computer and Control Abstracts were added to the database. The service was used by researchers and graduate students in Japanese universities, colleges and research institutes for over 20 years, usually over 500 active users yearly and at its height over 1500 yearly. In addition tu consideration paid for human-machine interface, TOOL-IR service had features such as suffix-match retrieval, query library shared by the users, private database development support (PDB), and e-mail communication between the service provider and the users. The article traces its inseption, R&D, episodes in early import of database on tape and sketches the development of the service.
