The communication environment is diverse. Therefore, we proposed a VOP decision-making algorithm, which can be used to adaptively select an arrangement of VOPs (Video Object Planes). This algorithm properly encodes movies depending on the power of the CPU. However, it is difficult to estimate the transmission latency when a movie is streamed in real-time. We estimate the time cost of transmitting when sending/receiving MPEG-4 objects in a one-to-one MPEG communication environment. Our results show that our method can be used to accurately estimate encoding and decoding latency.
