抄録
現在,小・中学校だけでなく高校においても特別支援教育のシステムを構築し,発達障害を有する生徒の多様な困難・ニーズに対する支援の具体化が早急の課題となっている.高校特別支援教育に関する教育委員会の対応は,法令の整備・財政上の問題はありつつも,全体に文部科学省からの指示待ち・方針待ちといった状況であり,独自の施策・取り組みの実施はきわめて少数である.今後,国・文部科学省レベルでの実態の詳細な把握と課題の検討,法令整備やガイドライン等の策定と予算措置が必要であり,都道府県・政令指定都市教育委員会では,高校特別支援教育に関する組織横断的な検討,施策の具体化と条件整備が求められている.
Today, the establishment of special needs education systems and concrete support for various difficulties and needs of students with developmental disabilities, not only in elementary and junior high schools but also in upper secondary schools, are urgent tasks. Although problems in developing regulations and funding exist, the responses of individual boards of education to special needs education in upper secondary schools are generally awaiting instructions or policies from the Ministry of Education, Culture, Sports, Science and Technology. Few original policies or challenges are reported. In the future, a thorough understanding of the actual conditions, examination of problems, development of laws, formulation of guidelines, etc. at the central government or Ministry of Education, Culture, Sports, Science and Technology level will be necessary. Among boards of education in prefectures and ordinance-designated cities, a need exists for cross-organizational examination and the development of concrete policies related to special needs education in upper secondary schools.
