Abstract

Disaster weaks (persons of advanced age or disabled) were the main victim of Hanshin Great Earthquake in 1995. From this fact, "Regional Plan for Disaster Prevention" declared the need of manual as to disaster weaks. In this paper, we researched the actual situation of the preparation of manuals for disaster weaks and persons concerned in municipal governments. As a result, the preparation in municipal government is not achieved except some advanced municipal governments.
