Japan's population is declining and its society is aging at the fastest pace in the world in 2005. The nation's declining birthrate and aging population has led to growing concerns over a labor shortage. As a result, the central government (The Cabinet Office & the Council on Economic and Fiscal Policy) and Nippon Keidanren (Japan Business Federation) are taking measures to defuse the Impact of Declining Population and Aging Society on the labor market. This paper focuses on new Strategy for Stable Economic Growth in the declining Population of Japan. The Council on Economic and Fiscal Policy, an advisory body to the prime minister, began subcommittee discussions on Labor Market Reform. The Expert Committee on Labor Market Reform's Initial Report emphasizes that "Work-life balance" is a particularly important approach in Japan where the population is declining fast in the future. The Cabinet Office insisted that Economic Growth could put into practice by the rise of a labor productivity. The important findings are : 1. The new Strategy for Stable Economic Growth consists of four elements. (1)Measures to Deal with the Low Birth Rate (2)Challenges for sustaining Economic Growth (3)Replacement of Population in labour force from Population not in labour force,namely women, young age, old age (4)Improvements in average labor productivity. The Improvements in average labor productivity should be realized through "Work-life balance" and "Changing the way of working". 2. The realization of "Work-life balance" that the government proposed can not contribute to the raising the birthrate. This measure is not sufficient to achieve a work-life balance for all workers,especially full-time employees. 3. "Guidelines for changing the way of working" accelerate the increasing insecurity of employment. Growing insecurity also affects wages and working hours, through the erosion of minimum wage and social standards, 4. The Labor Market Reform will accomplish when the Employment Diversification will build reproduction structure. It's aim is the restructure from dual structure of Regular Worker (full-time employees) and Non-Regular Worker (part-time or temporary employees) to the continuous triple structure of Permanent Worker, Non-Permanet skilled Worker, Contingent Worker (dispatched workers (haken) , contract workers (ukeoi) Job-hopping part-timers known as "freeters")
