抄録

Vacant houses and property often trigger decay of residential areas with an increase in the number of crimes, reduction of property value of the whole area, and weakening the human relationship in a community. Although housing issues are private matters in principle, the diseconomy generated by decay of residential areas has become a public issue. Cities in the Rust Belt of the USA have made efforts to stabilize declining residential areas comprehensively by utilizing federal grants. The stabilization programs cover boarding vacant houses, clean-up of rubbish and weeds, financial support for repair and reconstruction of houses, reuse of vacant property, etc. In order to cope with various decay problems, individual programs of municipalities complement federal assistance programs which address only major problems.
