Abstract

システム開発を伴う IT 調達にはさまざまなステークホルダーがおりそれぞれ関心事が異なっている．IT 調達は定められたルールに則って実施しても必ずしもうまくいかない場合がある．東京都の IT 調達を調べてわかったことであるが，IT 調達を物品購買と同様に考えることに問題の発端がある．IT 調達はサービスの調達であり，ベンダーの選定とそのベンダーに実現したいシステムを開発してもらうというふたつの要素がある．システムは開発後納品されて終わるのではなく，その後の稼働・運用によりビジネス価値が得られるので，IT 調達ではライフサイクルコスト全体を考慮する必要がある．IT 調達がうまくいかないのはビジネス上の要求に合わないシステムが納品されるからである．開発を担当する IT プロフェッショナルが発注担当者から言われたこと，契約書に書かれたことだけを忠実に実行すれば IT 調達が成功するわけではない．IT プロフェッショナルには自分の仕事がビジネス価値を生むためにすべきことを的確に判断する真摯さが求められている．There is variety of stakeholders related to IT acquisition with system development. IT acquisition may not go well even if it follows the rules. Investigating the IT acquisition process of Tokyo Metropolitan government, we find it is considered as the same as procurement of goods. IT acquisition is to get services of system development. Business values of the system come from running and operation of the system after development. Lifecycle cost should be considered in IT acquisition. IT acquisition is considered to fail when the system does not meet the requirements of the business. IT professionals who develop the system likely to follow the documents of agreement without considering how their works lead to business values. Integrity is required for IT professionals so that IT acquisition can succeed.
