Abstract

企業に比べて大学の情報化は大きく遅れているようである．しかし大学改革が叫ばれている現在，組織の効率化に向けた情報化は必須である．そこで大学の情報化を社会情報システムの視点から分析し，推進策を検討する．まず大学の情報化について顕在化している大きな問題として，多数のシステムが不統一に存在すること，情報インフラの整備にもかかわらず学生や教職員向けサービスが十分でないこと，情報面から経営戦略立案に資する環境が整えられてないことを示す．次いで原因の所在として，費用不足，情報化戦略の欠如，組織の縦割化などを挙げ，企業との問題比較を行う．そしてこれらに対応するには技術よりも人間系の視点が重要なため社会情報システムの概念を設定し，社会を人や組織のレベルとより広い世間のレベルの両面からの分析を試みる．最後にこれに基にした情報化推進策として，人間の行動に対する合理性の追求，情報化実施主体のインセンティブ明確化，評価者の痛みを伴う評価の重要性を示す．The informatization of the university is behind the company's level greatly. This paper analyze the informatization of the university from a viewpoint of the social information system and examine a promotion plan. At first as big problems about the informatization of the university, many information systems existing with less cooperation, insufficient information services for students and staffs, and information environment to corporate strategy is not fixed. As the causes, there are small expenses, lack of the information strategy, the vertical divided organizations. Next, set a concept of the social information system to support them. Finally we show the rationality for the human action, the incentives, importance of the painful evaluation of the rater.
