This paper attempts to explain the share of private and public costs for higher education, using major theories in Economics of Education. The Human Capital Hypothesis well explains governmental interventions in postsecondary education while the Signaling Hypothesis and the Consumption Hypothesis do not legitimize such intervention. The empirical analysis based on student surveys prevailed that many Japanese parents are struggling to pay ever-increasing educational costs, but others are still willing to pay even if their children appear to be "consuming" their campus life. This is partly due to the "signaling" function of Japanese universities that places a strong emphasis on student qualification at entrance examination, but does not require significant effort for graduation. In order to increase the governmental subsidy the college education has to yield more substantial value that contributes the development of human capital for future social well-being.
