抄録

熱帯林の破壊をはじめとする地球温暖化による地球環境の悪化は,早急に解決しなければならない世界共通の課題である。社会を構成する企業においても,自らを発展させると同時に,環境に対する多様な責任を負う,社会貢献の一環としての環境貢献が「企業の社会的責任(Corporate Social Responsibility 以下,CSR)」に求められている。このような中,わが国において進められているCSR は,多様な企業によってその活動内容が様々であり,地球環境問題の解決という環境貢献の視点から森づくりを行っているものも少なくない。また,企業の森づくりは,山村においても森林管理費用の捻出,新規林業従事者の雇用創出などの可能性がある。しかしながら,企業の森づくりは,対象林・パートナー・活動形態なども様々であり,現段階において,企業の森づくりに関して体系的な整理はされていない。そこで本論では,まず企業の森づくりの根底となるわが国の CSR について整理した。企業の森づくりで最も割合が多く,CSR が明確となっている行政と連携して実施されている企業の森づくりを中心に,資料・文献を整理したうえで,聞き取り調査からその実態を明らかにした。 結果,わが国の CSR は,世界的な動向を受け,2000年以降に本格的な取り組みが始められた。そのような中,現在,CSR による企業の森づくりは,急激に増加している。しかしながら,急増している企業の森づくりは,都道府県との連携による森づくりであり,短期契約による企業主導の森づくりであるため,地域の森林計画との乖離といった課題が明らかになった。

In recent years, global environmental degradation caused by global warming, including the destruction of the rainforest, is a universal challenge that must be resolved urgently. In Japan, companies' corporate social responsibility (CSR) are required as part of their social contribution. There is a great of the Among the diversity of corporate CSR activities in Japan are companies engaged in the creation of a forest with the intention of environmental contribution towards the solving of global environmental problems. The creation of a forest by such companies suggests some points that merit attention. Specifically, this may cope with the cost of forest management in mountain village, and may also suggest the possibility of new job creation for forestry workers. However, there is not yet a systematic organization of forest by such companies has not yet been implemented. In this article, first of all, the development process of CSR was clarified. Secondly, the realities of the creation of a forest by companies, it executed in cooperation with the administration, were clarified. [◯!1]. It became clear that CSR in our country was stimulated by a worldwide trend, and a full-fledged approach was started after 2000. [◯!2] It became apparent that currently, companies with CSR Forest, are rapidly increasing. However, [◯!3] the creation of a forest was found to be dissociated from the local forest plans, because, rapidly increasing forest creation has been domination by administrative division and short-tern contract.
