This study aimed to develop a new reference phantom for dental cone beam CT (CBCT). A reference phantom was composed of urethane dimethacrylate and triethylene glycol dimethacrylate, hydroxyapatite for radiopaque filler, and poly(methyl methacrylate) for dispersant. The phantom had 2.0 mm thickness and calcium density of 400, 500, 600 and 740 mg/cm^3. The reference phantom with an aluminum step was taken X-ray by periapical film for calculating an aluminum equivalent thickness. Radiographs were digitized to tagged image file format (TIFF) images by film scanner. The images were analyzed using image analyzing software and the aluminum equivalent thickness was determined. All phantoms had homogeneous calcium density. An aluminum equivalent thickness ± s.d. of the reference phantom containing calcium density of 400, 500, 600 and 740 mg/cm^3 were 1.54±0.09, 1.82±0.03, 2.02±0.10, and 2.78±0.07, respectively. A new developed reference phantom contained the same amount of calcium density as cortical bone and the accurate cortical bone density could be measured using the phantom for dental CBCT.
