Abstract
In this paper, Shakai Seisaku is defined as policies to keep or build social order. In recent years, some Japanese scholars have translated Social Policy, which was the academic discipline developed by British sociologists, into Shakai Seisaku. But Social Policy used to be translated as Shakai Fukushi Seisaku and Shakai Seisaku was equal to Social Reform for 50 years or more until the 1980's. Social Reform is a key term in the Japanese historical context. The policies that have been termed Shakai Seisaku since the Meiji era were based not only on the ideology of Social Reform but also on the will to keep or build social order. These ideas resemble the archaic German word Policey. Although it has been believed that social rights were based on social policies in postwar Japan, both individual social rights and society itself are covered from our viewpoint, while we consider social order.
