Abstract

In this paper, I examined the following two points by examining the decision process of the principal personnel affairs as an intersection representing the relation between education and politics. (1) Problem of the board of education system and principal personnel affairs (2) Issues of parents and local population's positions in decision process of principal personnel affairs in the plans of the school board As a result, the following three points were discussed. (1) The shape of current opaque educational politics over the decision of the principal personnel affairs that have been formed after 1956 has come to be reviewed by the board of education system. (2) It has been left as a research subject whether the local population's taking part in the decision of the principal personnel affairs through the school board causes change in decisions or not? (3) Is a present board of education system maintained, or unified to the head department? Or, is the school board elected by the popular election system introduced in Japan? To select the policy, it is required the standpoint of politics of education as pedagogy to investigate the relationship between school management and educational practice.
