Abstract

In this paper, the investigation on Library Records by Internal Revenue Service, U. S. Treasury Department(1970) will be described in detail. Investigators of Internal Revenue Service visited some public libraries, and requested investigation to library call slip. Many librarians rejected these requests,but some librarians were forced to accept it, or accepted it voluntarily. ALA adopted a policy against this investigation, and some movements that expressed against it occurred. A senator also expressed doubt about this investigation. Eventually, Internal Revenue Service announced to stop the investigation, and not repeat it. However, Internal Revenue Service also said, in certain special circumstances, it should be allowed to investigate library records. In the wake of this incident, ALA adopted "Policy on Confidentiality of Library Records," an interpretation of Library Bill of Rights. On the decision-making of ALA that determined to protect the confidentiality of library records in the real sense, this incident acted as a trigger.
