This study is intended that I consider the process when Japan Volleyball Association (JVA) introduces the six system by the international-style rule. The International Volleyball Federation (FIVB) was formed in Paris around Europe in 1947 by 14 countries. And part of American rule revised it as FIVB rule and was adopted. A rule of international six system volleyball was revised based on the suggestion of each country in the second general meeting (1949). In Japan, participation was approved in the third general meeting (1951), however there will be FIVB rule, American rule, Far East rule and Japanese rule in the world. Nine Japanese style system rule that revised Far East rule became the original volleyball. JVA did not make clear the relations of nine system that spread in Japan and international six system. And, in JVA the domestic six system worked on the spread, too. Dissatisfaction from the district which enforced only nine system to JVA and the uneasiness to six system were shown. JVA emphasized nine system and suggested 6・9 system combination plan. However, by holding of the Asian Games and the world championship participation will shift to six system more. Furthermore, the official event of the Olympics and by becoming Tokyo shifted to six system holding totally. Still JVA continued maintaining a policy of the 6・9 system combination.
