Under the new course of study, each school should be committed to enhancing its instruction to enable students not only to solidly acquire basic and fundamental knowledge and skills, but also to foster the ability to think, to make decisions, to express themselves and other abilities that are necessary to solve problems by using acquired knowledge and skills in each subject. But in Japanese high school, most lectures on Japanese history have been unilaterally along with the description of the textbook. So, in this study, we tried to develop the lesson plan focused on putting acquired knowledge and skills to practical use, in which the policy of Tunayoshi Tokugawa is used as a teaching material. The textbook said that Tunayoshi Tokugawa issued the edict forbidding cruelties to living things, and was named "Inu kubou" to lead to political turmoil. But in recent years, in the academic world of Japanese history, his politics in the second half of his administration has been made re-evaluation, and was recognized not only negative side but also positive side. When we constructed the lesson plan, we emphasized that teachers don't teach the textbook, but lead their students to read historical records, extract necessary information, to interpret the information while referring to the textbook description, and to draw a conclusion in light of trends in the academic world of Japanese history. Furthermore, in this lesson plan, we put emphasis on cultivating not only cognitive skills but also affective skills using critical thinking theory by Richard W.Paul. We believe that this study lead to improvement of the Japanese history class in high school.
