The purpose of this paper is to reconstruct the picture of wage control in Japan during the Second World War. The author surveyed the documents in the possession of Yoshio Kaneko, who was a government official at the Ministry of Welfare engaged in wage policy in the Second World War.In 1939, the wage control policy started through direct control as part of imperfect price policies, so that the wages of the regular workers who worked in certain specific industries were regulated while the wages of other workers were not regulated. On October 16, 1940, however, a new method of control developed by the Ministry of Welfare was to check average wages, the figures for which were obtained by dividing the total amount of wages paid by the total number of workers who worked in a factory. Then the officers started to guide the managers with regard to their companys’ wage system instead of directly controlling them. Their guidelines were based on the ideal of protecting the workers’ monthly household budget.
