Fifteen prefectures in Japan have established regulations on dental health. They stipulate the objectives of the regulations, roles and responsibilities of prefectural and municipal governments and residents, collaboration across the fields of health, medicine, welfare, and education, roles of insurers and employers, development of dental health plans by prefectures, implementation of measures (collection and provision of health-related information, prevention of dental caries, life-long health maintenance, involvement of relevant people and enhancement of their qualifications, surveys on the status of dental health, and research promotion), and securing of financial resources. To improve the dental health of residents, the dental care community should become involved in the development and implementation of dental health plans. The regulations were established with the concerted efforts of people involved in dental health as a backdrop. Their activities, including the promotion of the "8020" campaign and "Healthy Japan 21" project, received widespread praise and markedly influenced the legislature and residents. In recent years, dental science studies have clarified the relationship between periodontal diseases and general health or disorders, increasing public awarenessof the importance of dental health. The Community Health Act, Health Promotion Law, Maternal and Child Health Act, School Health and Safety Act, and Industrial Safety and Health Act include provisions regarding dental health because it is required to establish a system to provide a life-long dental health services in a comprehensive and effective manner. For this reason, "the regulations on the promotion of dental health" were established as basic principles or laws to address specific issues.
