Recently, various measures have been explored for a problem of the bullying to happen at school. We study the bullying as a situation of the Looker-on Dilemma and analyzed the selective action of students who will become to stop bullying. We found that students who strategically control action get a higher gain than who keep looker-on. In addition, it was shown that we should cope to get rid of bullying within one and a half months. It corresponds to its early stage when the number of students who took part are less than three.
