The purpose of this paper is to discuss the significance of dealing withdevelopmental disabilities as a political entity. In the existing research, cases ofdevelopmental disabilities of individuals with no intellectual disability have neverbeen discussed. Between people of “normal” and severe intellectual disabilities,such cases have been overlooked. However, discussing the communication failureof developmental disabilities is a central challenge for political science. Deliberativedemocracy theory is based on the reasonable narrative, therefore developmentaldisabilities narrative is excluded. In order to include developmental disabilities as apolitical entity, it is required not only to reconsider the subject image, but also torethink the way what of public space political communication constitute in itself.Dealing with communication disorders, it is believed, will provide a new cut in thediscussion of communication in political science.In the first section I will confirm the nature of the communication isassumed in Deliberative democracy theory. In the second section I seek to discussdevelopmental disabilities and argue that they are appropriate as a perspective ofthe problem. In the third section, I refer to the discussion of Nussbaum in order toinclude developmental disabilities as one aspect of the political entity. In the fourthand final section, I pointed out that the discussion of Nussbaum is insufficient, andmade new propositions.
