Abstract

This study clarifies the structure of a safety net to support people living in poverty. In the prewar period, the term “safety net” was used in social welfare for complementing other social system malfunctions. Despite the development of laws related to social welfare, the number of people who cannot receive social services and are hence living in difficulties has been increasing. A safety net needs to be created that will be more active in identifying flaws in social systems and that will support people in early stages of social exclusion. As a result, a safety net to support people living in poverty should comprise two factors. One is collaboration of public and private sectors to build a support system and the other is the presence of a common consciousness of social exclusion in communities.

本研究の目的は、生活困窮者に対してどのようなセーフティネット構築が必要とされているのかを明らかにすることにある。セーフティネットというタームは戦前の社会福祉において他の社会制度の残余的な最後の砦としての意味で使われてきた。しかし社会福祉が制度的に確立した現代において、制度から漏れ落ちはざまに陥る人の増大が今日的な社会の課題となっていることを背景に、より積極的に他の制度にアクションを起こし、社会的排除の状況に陥る前に予防的に発動するセーフティネットが求められている。今日の社会課題に応答するセーフティネットを構築するためには、地域を基盤とする生活困窮者支援のシステムを公私協働で確立していくと同時に、生活困窮課題を地域の課題として考える意識の醸成が求められ、この二つの要素が重層的に地域の中にセーフティネットを形成すると考える。
