Departmental Bulletin Paper

The hate speech is hatred expression, but it is thought that the constitutional regulation is difficult. It is not performed to regulate the hate speech in the United States. However, it is a world tendency to regulate the hate speech. I think that the hate speech should be regulated from the viewpoint of personal rights and democracy. I want to prove that it does not violate the Constitution of Japan to regulate the hate speech in Japan.
