抄録

[Abstract] This paper considers the issue of the decentralization of power that is being implemented in various communities in recent years, and the ideal direction to be taken. It has been pointed out that the current system was created without a clear purpose, meaning, and a legal location for the decentralization of power. Moreover, it seems that residents' concerns have not been taken into account. Decentralization of power in a community involves handing over authority and fiscal resources by the administration, and if the community is not active in this process, it becomes meaningless. It might be important to hand over fiscal resources to the community first as an inclusive grant, and to give the community greater autonomy and power to decide the purpose of expenditure on a project. It is also considered necessary to implement such decentralization under the assumption that such community autonomy is a basic step; for example, the system is introduced after residents experience the network activity that mutual dialog creates, and understand the necessity and the possibility of such decentralization.
