抄録

This paper discusses the current miserable conditions of Japanese public libraries, and the author anyway tries to dream their favorable images near future. Japanese governments both national and local have now unbelievable big debts which have been growing continuously, and they make efforts to cut necessary and unnecessary expenses for various public services. Designated administrator system has spread into lots of areas, including public library administration. As to public librarianship in Japan, the long declining tendency is, in most cases, caused by the fact that many public libraries have exclusively functioned as free open book-lending libraries. Nowadays everybody should think globally, and act locally. The author actually considers different and good points of foreign public librarianship, especially in U.S.and U.K., and looks for some better definite prospects on behalf of public library users in Japan,
