本稿では、製造業の中でも金属製品に並び汚染事例が多く報告されている、電気機械器具製造に携わる事業所の環境意識という点に着目した。具体的には、今回実施した『事業所の環境対策に関する調査』の調査票末尾におかれた自由回答欄を考察の対象として取りあげ、傾向分析を試みた。自由回答欄への記入は「特になし」といった記述を除き、環境対策に対する記入者のなんらかの認識、意見、感想などが書かれたものをすべて回答と見なしている。 その結果、有効回答数298件中16.1パーセントに相当する48件が考察対象となったが、統計的には母集団を代表するには至らなかった。しかしながら、少数回答であれ、寄せられた意見は主に中小企業が占める製造業が直面する財政上・取引上の問題や矛盾点を示唆するものと考えられる。そのため全体の約1/6であり、表出した部分の発言内容としての限定はつくものの、環境問題と日々格闘せざるをえない事業所という現場からの「生の声」、いわば率直な意見の紹介として取りあげた。これらの記述内容は大きく4つに分類できる。 すなわち、(1)環境問題に関心はあるが、環境対策は事情により実施していない、(2)環境問題に関心があり、すでに環境対策を実施している、(3)環境問題に関心はあるが、環境対策は今後の課題である、(4)その他、である(記載量順)。

This paper mainly aims at the free answer section, which is the last question that comes in the survey on companies. Similar to any other surveys, the answering rate in this section was comparatively low, marking 16.1 percent of all respondents. This is equal to 48 answers, out of the total of 298 answers, therefore, the analysis may not cover the population. Nevertheless, these few descriptive answers have an important meaning within the following context. As to see the environmental protection activities of companies on the whole, the free-answer itself showed that environmental awareness vary in many levels. The answers are possibly divided into four analytical categories; (1) those who concern environmental problems, and have been conducting some kind of environmental protection activities recently, (2) those who concern but have not been conducting any kind of environmental protection activities so far, (3) those who concern but can not take any kind of environmental protection activities for special reasons, such as business relationships, and (4) others. These opinions have revealed the actual current situation of small and medium- sized companies, and at the same time, given clear evidence to the conclusion of other papers in our research.
