Because most orchestra operating expenses in France are financed with governmental grants, an orchestra's activities have commonly been understood as a form of public service. This situation has afforded French orchestras a long-term, stable management and has made them far less susceptible to shifting business conditions than their American counterparts supported with private funds. Yet, with the fading of national borders since the establishment of the European Union, French orchestras have each been expanding their spheres of activity. Because they traditionally have been managed in a highly bureaucratized system, there is a growing sense of crisis in the French orchestras. To win out over future competitors, the “directeur general” now plays a critical role in the strategic management of an orchestra.
