We have an interest in a traffic policy, “no-car zone”, which prohibited vehicles from passing inside the residence zone in the Osaka Nanko port-town. In this study, we turned our attention to “the agreement for the control and the regulation at moving into the town” from the knowledge of the tragedy of the commons. We investigated 3 housing development at seaside; Osaka Nanko port-town, Mukogawa apartment houses built by the Housing Corporation and Kobe port-island: by questionnaire surveys to clear the effect of the car use by “no-car zone”. The slogan of “no-car zone” has “the exclusion of the auto-traffic”, lower use of car are expected. As the result of the analysis, people who agree to “no-car zone” use car less frequently, on the other hand disagree use car more frequently.
