抄録

The objectives of this paper are to analyze roles or function of third party ina process of consensus building in infrastructure developments. Recently, questions need to infrastructure developments called social concern, the need of citizen participation and consensus building have been recognized gradually.However, it isn't easy to find common interests among stakeholders, it was focused on methodology for consensus by the third party's support. It was applied to “Incentive management” which an author developed as a technical method to drives some incentives involving dynamically condition changes. Results support the feasibility of the proper support by the third party as a solution of the dilemma and availability of technical tools facilitating risk communication.
