Although personal computers have become necessary tools for daily life as a means for people with visual impairments to collect information and to communicate, in fact a majority of them do not use the computers. ICT training classes offered by local governments and nonprofit organizations are very important, because using computers is too complicated to learn by themself. The present study eventually aims to clarify factors to discourage the people with visual impairments from learning ICT skills. At the beginning of the study, a survey was conducted to determine activities such as the ICT training class by the support organizations. The results indicated that there were many differences in the training classes offered by different organizations, and suggested that a guideline is necessary to ensure the effectiveness of the classes.
