抄録

This paper shows present conditions of regional facility-use with non-residents that means human exchange and it's formation patterns from viewpoint of regional character, municipal policy. We conducted questionnaire for municipalities in the Chubu and the Kinki districts. And based on the questionnaire, we made the rated indicator of human exchange opportunities in regional facilities. The summary of main results is shown below. 1) Human exchange opportunities are influenced by the key urban-function of each municipality. 2) Combinations of regional character and municipal policy which promote formation of human exchange, are categorized two patterns.
