本稿は、自治体での地理情報システム(GIS)の現状と今後の課題と展望を示すものである。自治体におけるGISの利用は、ここ2、3年で急速に拡大し、市区町村単位で見て利用中の自治体の比率は約2倍に拡大しているが、その反面、約3分の2の自治体では、未だ検討されていないという事実がある。都道府県や大規模な市を中心として、固定資産税関連など導入効果が比較的得られやすい単独業務からまず導入されている、というのが現在までの実態である。いくつかの先進自治体の実状を具体的に見てみると、データやシステムの標準化や規格統一の問題、推進体制・要員教育等導入後の活用に関する問題が明らかとなる。概して、大きな自治体では、今のところ個別システムが先行することが多く、その後のデータ共有化が大きな課題となっている。東京都のような巨大な自治体では、特にその傾向が著しい。また、隣接する韓国の自治体でも、導入の段階に若干ずれがあるものの、同様の傾向が見られている。ハード・ソフトの一般化やネットワークやデジタルデータの整備等が進む状況の中、自治体GISに関する今後の課題としては、高度な意思決定プロセスへの組み込み、庁内でのデータの共用化・庁外へのデータ公開、初期の要員教育やシステム管理者の位置づけの明確化、さらに予算の継続性等が考えられる。

This article discusses the utilization of Geographic Information System (GIS) by local govern. ments. GIS utilization has rapidly increased among local governments in ]apan to the extent that the percentage of cities， wards， towns and villages having GIS has doubled in the last few years. On the other hand，t wo-thirds of local governments have not yet examined the possibility of introducing the system. The tendency has been to first introduce GIS to particular sections in governments in prefectures and large cities, such as property tax divisions, that can more easily benefit from the system. After examining some pioneer examples of introductions of GIS in local governments, it became clear that the standardization of geodata, systems and specifications, GIS introduction procedures and staff training are major problems in GIS use. Large-scale local governments like the Tokyo Metropolitan Government, that tend to introduce GIS to individual sections, later face the difficulty of data-sharing with other sections. The study in Korea local governments also revealed similar problems. Future issues for GIS use include: a) use of the system at higher-level decision-making processes, b) data sharing within and between governments and with citizens, c) initial staff training, d) positioning of GIS systems managers in the government, and e) continued budgeting for the diffusion of GIS.
