EUの拡大やグローバル化にともない,人々の移動と価値の多元化が進むヨーロッパでは,民主主義と社会的結束を強める必要性から,シティズンシップ教育が活発化している。ヨーロッパのシティズンシップ教育は各国での取り組みと同時に,国を超えた取り組みが同時に行われており,小論では,超国家機関であるEUに着目する。そして「知識基盤型経済」圏となるために打ち出されたリスボン戦略にみられる教育政策のなかから,EUが構想するアクティブ・シティズンシップや市民コンピテンシーについて明らかにするとともに,加盟国にどのようにシティズンシップ教育の推進を働きかけているのかその課題を考察した。

As globalization and development of the EU have increased diversity and mobility of people including migration, Citizenship education is discussed and promoted not only in European countries but also by the international institutes such as the Council of Europe and the EU. This paper focuses on the Lisbon strategies of EU which aims to “become the most competitive and dynamic knowledge-based economy in the world, capable of sustainable economic growth, with more and better jobs and greater social cohesion." One of the 13 objectives of the Lisbon strategy is to promote active citizenship and social cohesion. The European Council adopted benchmarks and indicators to monitor the progress of the strategy. Exploratory research has taken place on indicator development for active citizenship and civic competences. This paper figures out the active citizenship and civic competencies and points out the tasks of citizenship education in Europe.
