This study aims to reveal the social factors and founder's motivations that lead to the establishment of the Yaeyama kindergarten by analyzing the institution's prospectus and regulation. The Yaeyama kindergarten was established in Ishigaki Island, southwestern part of Okinawa prefecture, a region with no demand for early childhood education at the beginning of the Showa era. Moreover, this kindergarten was established before the Battle of Okinawa (1945), which entirely destroyed Okinawa, and still exists today; maintaining such large amounts of historical documents and records is, hence, remarkable. This study revealed that (1) Mrs. Tsurue Makishi, a founder and key person of the institute, is strongly motivated to uplift this community facing economic hardships, and educate and care for young children in kindergarten; (2) she attempts to create an ideal environment for kindergarten children through Froebel's gifts and qualified teachers; (3) however, a contradiction exists between the prospectus emphasizing care functions and regulation emphasizing education, although both are made by Mrs. Makishi. In Japan, the definition of kindergarten by law has seen many complications regarding inclusion and exclusion of care functions. Furthermore, Mrs. Makishi struggles to balance the real and ideal way of operating the kindergarten.
