和文：福島第一原発事故から4年が経ち、人々の事故への意識は「記憶の半減期」を迎えている。メディアの報道姿勢にもそれが顕れ、2011年度には166本あった原発事故関連のテレビのドキュメンタリー番組が2013年度は約3分の2の109本に減少した。本稿では急速な意識の風化の背後にある権力による直接的、間接的「操作」の事例を（1）放射能汚染、（2）「自主避難」、（3）人体への影響、（4）事故プロセスの検証、をテーマとしたテレビ、新聞の報道を中心に検証した。（1）では『ETV 特集　ネットワークでつくる放射能汚染地図』のシリーズ6本目放送後に1年9カ月の「空白」があった背景として番組スタッフが NHK から「厳重注意」となったこと、NHK 経営委員会であった番組をめぐる議論を紹介。（2）については「自主避難」が「国の方針に背く行為」であるからか全国放送の番組化がほとんどなされなかった事実をあげ、（3）については原子力科学者・技術者が連名でNHK会長に送った『追跡！真相ファイル　低線量被ばく　揺らぐ国際基準』（2011年12月28日放送）への抗議の手紙を事例に、「避難者の帰還」を目指す国の政策に批判的な報道への圧力を分析、子どもの甲状腺ガンが増えている事実をテレビが番組化しようとしなかった背景を明かした。（4）では、「吉田調書」のスクープをした朝日新聞の記者たちが「記事取り消し」の汚名を着せられた事例を分析、原発報道に吹く政治的な逆風とそれに負けない粘り強い報道が必要であることを指摘した。

英文：Four years have passed after Fukushima Daiichi Nuclear Power Plant (NNP) accident, now people seems to lose their interests in the situation, as if they met “the half-life of memory.” A number of TV documentary programs featuring the accident has decreased from 166 in 2011 to 109 in 2013. This study examines the pressures from the authorities upon journalists which eventually lead the public indifference by illustrating four cases of media coverages on issues: (1) radiation contamination, (2) “voluntary evacuees”, (3) effects on people and (4) investigation on the accident. The first case reports that three staffs were warned by NHK after participating in NHK’s documentary series “Collaborating to create a radioactive fallout contamination map,” and an argument over the series by the NHK management committee. The second case shows that “voluntary evacuees” from Fukushima is not much featured on TV since it is against the government’s policy. Third, this report analyzes a case which a group of nuclear energy scientists and technicians submitted a protest to Chairman of NHK regarding a TV program on low level radiation effects. Fourth, a case of Asahi Shimbun’s “Yoshida Transcripts,” the journalists severely criticized and the article over the transcripts has been retracted. In conclusion, the author emphasize the necessity of sustainable efforts to keep society’s memory of Fukushima nuclear accident despite the headwind towards journalism.
