抄録

At the 9th WTO Ministerial Conference in December 2013， “Bali Package” including the Agreement on Trade Facilitation was adopted. The Agreement is the first multilateral treaty approved since the establishment of WTO in 1995．Its smooth implementation will play an essential role for accelerating the negotiations of the Doha Development Agenda. This paper analyzed the negotiation process of the Agreement and examined responsibility and role of WCO and Japan Customs for supporting capacity building activities of developing member countries in order to enable them to properly implement and benefit from the Agreement.
