Although tremendous progress has been made in reducing poverty in the developing world, much remains to be done. Over 1 billion people live on less than $1 a day, and 3 billion live on less than $2 a day. As the number of poor people has risen in all regions (with the exception of East Asia), disparities in income and unequal access to education and health care prevent members of society from benefiting equally from the growth process. Helping to minimize these disparities is a major objective in the World Bank's efforts to assist client countries in achieving poverty reduction and improve their living standards. This challenge of inclusion--promoting equitable access to the economic and social benefits of development regardless of nationality, race, or gender--is the key development challenge today. This annual report reviews progress in the implementation of the Bank's poverty reduction strategy, updating the retrospective 1996 report, 'Poverty Reduction and the World Bank: Progress and Challenges in the 1990s'. The first chapter summarizes the Bank's poverty reduction strategy and highlights the basic elements of a future work program on poverty. The second chapter describes the Bank's progress in supporting poverty reduction during fiscal 1996 and 1997, with recommendations for further improvements in the Bank's efforts. The third chapter presents the main conclusions of work undertaken during the past two fiscal years on recent experiences with one element of the Bank's poverty reduction strategy--safety net programs.

Poverty reduction is now more firmly at the center of the Bank's country assistance strategies, with increased efforts to improve the quality of poverty assessments, enhanced monitoring and evaluation of poverty outcomes, and the integration of quantitative with participatory methods. This annual publication reports on World Bank activities in fiscal year 1998, which continued to be aimed at fostering labor-based growth while investing in the development of human capital and providing safety nets. At the same time, Bank activities reflected several new themes: the need to protect the poor from shocks, the role of institutions in implementing policies and providing services, and the importance of participation, partnerships and social capital. The amounts lent under the Program of Targeted Interventions (PTI) has grown from 29 percent of total investment lending in fiscal year 1997 to 40 percent in fiscal 1998, reflecting increased PTI lending in education, social protection, the environment, and to countries in South Asia. The amounts lent for poverty-focused adjustment operations also increased from 52 to 64 percent of total adjustment lending, reflecting efforts to protect the poor hit by the recent crisis in East Asia. The report concludes that the East Asian crisis, as well as other events of the last decade--persistent conflict in some of the poorest African countries, the continuing pain of transition in former socialist economies, and the experience with policy implementation across the world--call for a re-examination of the Bank's poverty reduction strategy, building on the strategy presented in 'World Development Report 1990' but incorporating new elements as well. This work was begun in preparation for the 'World Development Report on Poverty' published in September 2000.

Improvements in social indicators have been substantial over the past 25 years, but they have not been the same for those at the top and bottom of the distribution. In fact, the social indicators for those at the bottom have worsened, in some cases, substantially. This annual publication reports on World Bank activities in fiscal year 1999 and provides an overview of what the Bank is doing to help countries face the challenge of reducing poverty. It also looks at the future of Bank assistance at the national, global and community levels. Action on these three fronts represents the beginnings of a new strategic direction, to be formulated in an implementation note after discussion of the 'World Development Report 2000/2001' on poverty is complete. This new strategic direction includes a major program of knowledge-sharing dissemination, training, and informed debate, centered around the 'World Development Report' and the 'Poverty Reduction Strategy Sourcebook'.
