In this account, Sir Robin McLaren gives an insider's view of the various negotiations with China, starting with those which led to the Joint Declaration, explains how Hong Kong representatives were given a voice in determining policy, and considers whether there were alternative approaches which might have yielded better results. He also sets out the background to the long and acrimonious dispute over elections, showing that differences between Britain and China in this sensitive area did not begin with Mr Patten.
