  • Memory of "Disaster Prevention Day" (Bosai no Hi) : Analysis of the Great Kanto Earthquake Anniversary Editorials 1924-2014  [in Japanese]

    This study aims to reveal the reconstructive process of the national collective memory of the Great Kanto Earthquake (Kanto Daishinsai) by analyzing anniversary editorials in the following Japanese Newspapers: Tokyo Asahi Shinbun, Osaka Asahi Shinbun, Tokyo Nichinichi Shinbun, Osaka Mainichi Shinbun, Yomiuri Shinbun (1924-1959) and Cyunichi Shinbun, Asahi Shinbun, Mainichi Shinbun, Yomiuri Shinbun (1960-2014). The study considers the quantitative and qualitative changes in these editorials' discourse. In modern times, the Great Kanto Earthquake is a part of the collective memory of Japanese citizens, and also because of the disaster prevention drills conducted as "Disaster Preparedness Day" (Bosai no Hi) on September 1st-the anniversary of the Earthquake ("Shinsai Kinenbi"). However, "Disaster Prevention Day" was also enacted in the year 1960 due to the Ise Bay Typhoon (Isewan Taifu) of 1959. This study revealed that the "Earthquake anniversary" was well documented for several years, but after the tenth year anniversary it was hardly mentioned in the editorials. Additionally, it was recognized that the anniversary had not been in the national collective memory but within local memory. In contrast, since "Disaster Prevention Day" was enacted in 1960, the memory of the earthquake was reconstructed the national collective memory, as can be seen by an increase in the number of articles on the earthquake in the anniversary editorials. National newspapers used the Great Kanto Earthquake to set the agenda for "Disaster Prevention Day." A close relationship can be seen between the Great Kanto Earthquake and "Disaster Prevention Day." That day reminded the people about the Great Kanto Earthquake, whilst the Ise Bay Typhoon was neglected in anniversary editorials. Accordingly, it could be said that the national collective memory of the Great Kanto Earthquake is founded on the forgetting of the Ise Bay Typhoon.

  • Back Fitting and the Role of Risk Managers and Risk Owners  [in Japanese]

    According to the conventional legal mechanism, even if a new scientific knowledge such as new earthquake resistance standards was provided, the new findings could not be retroactively applied to the existing facilities and to the sold products (back fitting) without special laws. However, since the first Fukushima nuclear plant accident occurred, this way of thinking has been reviewed, and a "back fitting mechanism" has been adopted in some fields as the new laws or rules. The back fitting based on systematic activities of quality assurance including the upstream management should be carried out by enterprises as the autonomous activities, and the regulations by the government should stimulate these activities. Additionally, quality assurance system is a kind of a basic common language for building social consensus of the back fitting among enterprises, the government, engineers (risk managers) and users, inhabitants (risk owners). This paper proposes a quality assurance system for safety focusing on the top event mode and the predicted effect to construct the back fitting mechanism, and its role of risk managers and risk owners.

    将来発生する大地震について,その規模,場所,発生時期を特定する地震予知と,発生確率を計算する地震予測は,社会からの期待の高い技術である.地震予知・予測を目的としてさまざまな試みがなされてきているが,信頼性の高い予知・予測はいまだ実現していない.現在の地震予知・予測が大きな不確実性を持つ根本的な原因は,過去の地震発生や前兆現象に関する経験が圧倒的に不足している点に求められる.しかし,地震発生過程の理解やモデル化が不十分なために経験的なアプローチに基づく予知・予測を取らざるをえないことこそ,より本質的な原因である.

    本件は、東日本大震災発生時のマンション内の水漏れ事故につき、居住者が区分所有者の加入する個人財産総合保険保険に付された個人賠償責任総合補償特約に基づき保険金支払を求めたところ、保険会社が地震免責条項の適用を主張したという事案である。第1 審(東京地判H23・10・20)は、他の免責条項との均衡等から、同条項にいう「地震」を通常予見しえない「巨大かつ異常な地震」に限定し、保険会社の免責を認めなかった。本判決(東京高判H24・3・19)は「地震」につき、(1)文理解釈、(2)地震保険法との均衡、(3)他の免責事由との関係、(4)保険実務への考慮等から「自然現象としての地震と相当因果関係のある損害はすべて地震免責条項の対象となるのが相当」と判示した。客観的解釈を強く要請される約款解釈からすれば、当該判示は正当である。しかし、本件は、通常の耐震性を欠くこと(「瑕疵」)を責任原因とする、保険事故たる土地工作物責任発生及び、地震免責条項適用に係る相当因果関係の検討が不十分な点で問題がある。確かに、当事者は因果関係を争っていないが、地震と瑕疵の原因競合及び割合的な処理の可能性を検討すべき事案であったといえよう。

    平成23 年3 月11 日14 時46 分、宮城県牡鹿半島沖を震源にマグニチュード9.0 の地震が発生した。(東日本大震災)この地震により場所によっては、高さ10m 以上の大津波が発生し、東北地方の太平洋沿岸部に甚大な被害をもたらした。震災による死者・行方不明者は約2 万人、建築物の全壊・半壊は合わせて18 万戸以上に上っている。 日本赤十字社(本社・東京都港区芝大門)は地震発生後、直ちに災害対策本部を本社内に設置し、被災地にある日本赤十字社宮城県支部等へ職員を派遣した。その中で日本赤十字社愛知県支部は、名古屋第一赤十字病院および名古屋第二赤十字病院から救護班2 個班、国内型緊急対応ユニット( domestic Emergency Response Unit 以下「dERU」)を福島県へ派遣、また名古屋第二赤十字病院より災害派遣医療チーム( Disaster Medical Assistance Team 以下「DMAT 」)1 チームを岩手県へ派遣した。 発生から6 日後の3 月17 日から21 日までの5 日間、日本赤十字社愛知県支部救護班第4 班の連絡調整員として宮城県石巻赤十字病院を拠点(災害対策本部)とした救護活動を行った小職の報告である。

  • Adaptation to Environment and KAIZEN of Local Government Officials of Niigata Prefecture on Crisis Management : Case of The 2004 Mid-Niigata Earthquake and The 2007 Off Mid-Niigata Earthquake  [in Japanese]

    The purpose of this paper is to analyze and evaluate the actual conditions of local government in charge of crisis management in Japan from the standpoint of organization theory. Firstly, a literature review of "risk" and "organization" is conducted. Secondly, by analyzing actual response records provided by Niigata prefecture, the disaster response activities of Niigata prefecture during the 2004 Mid-Niigata Earthquake are evaluated. Thirdly, by analyzing local plan for disaster prevention revised after the 2004 Mid-Niigata Earthquake and the 2004 Niigata heavy rain fall and responses of Niigata prefecture during the 2007 Off Mid-Niigata Earthquake, adaptation to environment and KAIZEN of local government officials of Niigata prefecture are evaluated.

  • Effects of Disaster Education for Elementary School Children on Their Guardians’ Disaster Preparedness Action ::Changes in Children’s Affect and Cognition  [in Japanese]

    本研究は, 脅威アピール研究の枠組みから, 小学生を対象とした防災教育が, 児童の感情や認知に変化を及ぼす可能性, および, これらの感情や認知の変化が, 保護者の防災行動に影響する可能性を検討した。135名の小学校5年生と6年生を対象に, 防災教育の前後, 3ヵ月後の恐怖感情, 脅威への脆弱性, 脅威の深刻さ, 反応効果性を測定した。また, 防災教育直後の保護者への効力感, 保護者への教育内容の伝達意図と, 3ヵ月後の保護者への情報の伝達量, 保護者の協力度を測定した。その結果, 教育直後に感情や認知の高まりが確認されたが, 3ヵ月後には教育前の水準に戻ることが示された。また共分散構造分析の結果, 恐怖感情と保護者への効力感は, 保護者への防災教育内容の伝達意図を高め, 伝達意図が高いほど実際に伝達を行い, 伝達するほど保護者の防災行動が促されるという, 一連のプロセスが示された。考察では, 防災意識が持続しないことを理解したうえで, 定期的に再学習する機会を持つこと, そして, 保護者への伝達意図を高くするような教育内容を工夫することが有効である可能性を議論した。

  • A Study on the Economic Losses Based on the Time Lag Occurring of the Tokai, Tonankai and Nankai earthquakes  [in Japanese]

    The Tokai, Tonankai, and Nankai earthquakes have the possibility to rupture, respectively, at certain time intervals. This paper discusses the economic loss issues caused by the time lag occurring. Firstly the specific characteristics of die issues are shown. Secondly, a case of the long term disaster is examined. And then economic scales in the estimated damage area are evaluated. Based on these results, the indirect economic losses in the case that the Nankai earthquake occurs after a long interval from the Tokai-Tonankai earthquake occurring are calculated. The results indicated that the economic scales in the estimated damage area are very large, and indirect economic damages for the long term disaster threat may be extremely high.

In this paper, seismic measures and its applicable criteria of the site where serious damage is predicted to be caused on viaducts, piers and embankments by an earthquake are clarified experimentally and analytically.

    After Hyogoken-nanbu earthquake 1995, the seismic criterion was reviewed. The seismic retrofitting was executed to the level 2 ground motion. The risk of the Tokai earthquake grew today, and the damage assumption and the seismic intensity were made public at the central disaster prevention conference of the Cabinet prefecture. The maximum acceleration of the ground motion of the Tokai earthquake was larger than that of the seismic criterion. Therefore, it was necessary that improvement of seismic performance to raise the rigidity of an existing railway viaduct, with seismic retrofitting.

  • The present and issue on Governmental Measures against Compound Disasters and Mega Disasters in Japan  [in Japanese]

    In this research, the present situation of governmental measures against compound disasters and mega-disasters and the evaluation of their probability are dealt with by the method of questionnaire survey for prefectural and metropolitan governments. Approximately 30% of governments have experienced the compound disasters, and recognize that the compound and mega disasters will happen in the next fifty years. However, the measures against compound and mega disasters have not been prepared yet in each local plan for disaster prevention.
