Abstract

Kameda-Go is located approximately in the center of the Niigata Plain, which has always suffered from flood damage caused by over-flowing of rivers. The area consisted of a marshy zone previously, therefore it has colloquially been called “Ashinuma”(reedy marsh). Reclamation of paddy field and rice cropping work against surface water have been done by farmers under tight conditions.<br>The inhabitants lived surrounding dikes organized by the “Go”, a community protecting it self from flood damages. Flood control projects, including the excavation of the Okozu Water-Diversion Channel constructed in 1927 and channel improvement work on the Agano River in 1933, have been able to relieve the community from flood damage. Moreover, installation of the new Kurinoki Drainage-way in 1948 and readjustment of paddy fields enabled efficient removal of surface water. These projects have provided the infrastructure of modern agriculture.<br>This paper first deals with the reclamation of paddy fields in the reedy marsh zone and the measures for controlling surface water and flooding, second, it describes the readjustment of paddy fields by improvement of rice cropping technique.
