抄録

After economical reform policies were carried out in China. Urban planning projects are executed by many kinds of operating ways in conversion of rights. Those ways are different with past for the transformation of right formation about land and building. In this study, we observed Chinese urban planning system by analyzing related laws and legal decrees of Chengdu City. As a result, the operating bodies of urban planning projects are composed of operators of right conversion body and investor, which are local government and land use. That is the reason of why urban planning project can be executed by compulsion.
