抄録

Following the 1995 Hyogoken-Nanbu earthquake, the various emergency plans had to be substantially revised in Japan. On the other hand, the emergency plans in the US California State have been often upgraded to extended countermeasures. They may be characterized by their advanced flexible contingency plans. First, this article describes outlines of the transportation damage of Hyogoken-Nanbu earthquake and Northridge earthquake. Second, it demonstrates the features of the latest emergency plans in California. Comparative observations are made between Japan and the US regarding disaster management plans for transportation system. This discussion aims at enhancement of disaster management plans in Japan. Finally, whereas the disaster management plans in Japan have been progressed largely after the 1995 earthquake disaster, it is made clear that prompt operation is difficult due to lack of the co-operation among the different offices for emergency services. Thus the disaster management plans and systems should be improved in Japan.
