桁網漁業における技術発達の論理に関する研究 The Case Study on Logic of the Technology Progress in Dredge Fishery

Abstract

漁業技術の発達は,漁獲能力の向上によってもたらされると考えられていた。しかし,漁獲能力が著しく向上すると,漁業技術の発達は有限な資源と対立する。北海道東部地域における2種の桁網漁業(ホタテガイ桁網漁業とホッキガイ桁網漁業)では,漁獲能力の向上に伴う乱獲問題が発生した後,漁業技術が資源管理に適した形に変化した。この報告で筆者は,そうした技術変化の内容と背景を明らかにし,技術発達が漁業者間の協力関係の形成に基づく資源管理に適合的な方向に向かうことを指摘した。

It was thought that the progress of fishery technology be brought about by the improvement of fishing ability.However, the progress of fishery technology opposes with limited resources, when fishing ability improves remarkably.In 2 kinds of dredge fishery (Scallop dredge fishery and Hen clam dredge fishery) of east Hokkaido,after the excessive catch problem associated with the improvement of fishing ability occurred, the fishery technologychanged into the form suitable for fisheries resources management. In this report, the author explainedabout the contents and background of such technology change, and pointed out that fishery technology progresswas toward the form suitable for fisheries resources management based on the formation of the cooperative relationsbeteween fishermen.
