Abstract

近年, 廃棄物を取り巻く環境は, 関連法体系の改定, 新たな法体系の制定, さらには, 廃棄物処理の広域化を進める必要があるなど, 大きく変わりつつある。このような状況のなか, 環境に対する市民の関心の高まりが, 廃棄物に対する理解を深める効果に進展している。また, 市民が廃棄物減量化やリサイクル, 有料化制度の採用等に, 直接的に係わりを求めるようになって来ている。さらには, 市民自らが排出者として, 廃棄物計画の策定に参加を求めるようになって来ている。<BR>本論では, 廃棄物事業を円滑に推進するための合意形成および市民参加の歴史的な変遷および現状の課題から, 今後の市民と自治体の良好な協力関係を構築するための住民合意および市民参加のあり方について述べた。特に, 自治体が市民への適切な情報の提供や学習の場を設けることにより, 市民の参加意識の高い計画策定にすることが可能であり, 住民合意の形成には重要であることを示した。

Recently, circumstances concerning waste management, for which related laws have been renewed, are changing dramatically. The situation urges people to understand what a waste management system really is. As a result well-trained people might be eager to have a part in determining waste management plans for reduction of waste emission, for recycling systems and for the introduction of waste emission charges, etc. Furthermore, they may be eager for their opinions to be effective even for the basic management plans of their community, as well.<BR>In this study, a profile of the relationship between public agreement and public involvement in the implementation of facilities for waste management are first introduced. Next, the potential relationship between administrations and citizens concerning public agreement is discussed, seeking to harmonize them. Especially through adequate information and experience concerning waste management, it is necessary that the participants are aware of being a part of the community. It could be concluded, in this study, that it is very important to make an agreement with interactive communication among those who are concerned.
