Abstract

廃棄物処理施設の建設をめぐる問題では, 合意形成の理念やあり方だけでなく, 対立する主体間のコミュニケーションの方法や, 市民参加の手法, 合意形成の「場」の運営など, 技術的な面での問題も少なくない。本稿では, 住宅地の真ん中に計画されたびん・缶選別施設をめぐる合意形成プロセスをケーススタディとして, 市民と行政の橋渡し役としてのコンサルタントの役割について考察した。コンサルタントの役割として重要なことは, 行政と市民の情報ギャップや技術的な知識のギャップを埋め, 対等な立場で議論できるように支援すること, 第三者として問題の構造と要因を客観的に分析し, 検討のアプローチへの戦略を提示すること, 市民の自治意識を引き出し公共的な観点から意見調整を図るコーディネーターとしての役割, 様々な争点を実証的に検証できるような手法を提供すること等である。

Concerning the problems over the construction of waste disposal and treatment facilities, there are not only the ideology of the consensus-building or what it should be, but also quite a number of technical problems such as communication between the opposing parties, techniques of citizen participation, and management of “the place” of consensus-building. In this paper, a case study was analyzed, which is about the consensus-building process concerning bottle and can selection facilities planned to be constructed in a residential area. Moreover, the role of the consultant as a mediator between citizens and administration was examined.<BR>Referring to the analysis, some of the important roles of the consultant are: 1) to bridge the gap of information and technical knowledge between citizens and administration, and ensure that both parties are able to discuss on an equal footing, 2) to act as a third party, analyzing the structures and factors of the problem objectively and suggest a strategy to the approach of the examination, 3) to elicit self-governing consciousness of the citizens and adjust the opinions in terms of public interests, and 4) to provide the techniques by which various issues can be verified empirically.
