抄録

1) East Asia and East Europe are two major areas where small scale farmers had been created by dividing large scale land ownership.<br>2) In East Europe where the large scale farm management had been dominant, the land reform had destroyed the traditional farm management and productivity and it had necessitated the other adjustments of creating group farming just after the land reform. But in East Asia where small scale management had been prevailing, the small scale land ownership created by land reform has become prevailing as own land farming system.<br>3) It was Japan that the land reform had functioned most efficiently as the policy to enforce the small scale management among East Asia. It was due to the conditions of (1) the managerial and political growth of the small scale farmers group, (2) appearance of agricultural policy makers who had aimed to implement the land reform, and (3) combination of land reform plan and productivity enhancement scheme under the war time regime.
