Crystal-orientation fabrics (COF hereafter) are one of the most essential controlling factors of the ice flow in ice sheets and glaciers. Recent knowledge gained in studies of ice dielectric properties and radar studies since 1992 has demonstrated that changes in COF in the ice sheet cause electromagnetic scattering. Earlier research done in the 1970's revealed that VHF radio waves create birefringence in ice sheets and that the birefringence can be used for remote sensing of the COF. We are developing a radio propagation model to express depolarized radio wave transmission considering the actual conditions of anisotropic dielectric permittivity in ice sheets. The model is based on matrix expression, considering birefringence in ice and possible anisotropic reflectivity at the scattering boundaries. The output of the model showed various features of radar signals that may be produced by actual ice sheets.
