Engineers and general workers have been internationalized by getting jobs around the world according to the recent economic globalization. Six countries signed the Washington Accord in 1989, which recognizes the substantial equivalence of the accreditation systems for the engineering education programs among the organizations of the signatories. In 2001, Japan Accreditation Board for Engineering Education was established and now is advancing to join the Washington Accord as a member. As for the development of products and manufacturing, not only scientists and engineers but also technicians are indispensable. The higher vocational education for technicians is now becoming important for the technicians to play a role in the borderless manufacturing world. In Japan, the Polytechnic University and Colleges make higher vocational education for engineers and technicians under the authority of the administration of Health, Labor and Welfare. In the present paper, the higher educational training programs for engineers and technicians being made in the Polytechnic College are examined and compared with the standard programs in Canada in order to search the possibility of multinational agreement in these fields.
