Abstract
This study suggests a methodology to consider diversified individuals' sense of values (weighting) in consensus building process. Through a case study on wise uses of irrigation tanks to be abolished, the following two points are found: a) preferable consensus building is possible when citizens of a community understand other individuals' weights based on altruistic idea, b) it is necessary that the process of consensus building through citizens' workshop follows the mechanism of improving quality of life.
