Abstract
The aim of this study was to identify the level of and causes of, deviant behavior in public parks. In 334 parks in Itabashi ward in Tokyo, we collected data on claims against deviant behaviors, and visited each of the parks. We then modeled the relationship between deviant behaviors and environmental causes. The result was as follows: 1) the main types of deviant behavior in public parks were littering, vandalisms, illegal occupation and graffiti; 2) the most frequently observed behavior was graffiti and seventy percent of all parks contained at least one kind of deviant behavior; 3) environmental factors that prevented deviant behavior were the existence of houses along the parks and the participation of local residents in park management activities. We conclude that to ensure safer parks in future it is necessary to include considerations of park design and participatory management activities to mitigate vandalism and deviant behavior.
