Abstract

In this study, we investigated the damage caused to human life and property in three prefectures-Toyama, Ishikawa, and Fukui-due to heavy snowfall from December 2005 until February 2006. Twenty-four people were reported dead in the Hokuriku district. Further, 91 individuals were reported to be severely wounded, with another 197 sustaining minor injuries. Two houses were completely destroyed and four were partially destroyed. Sixty-five houses suffered partial damages. One house was inundated over the first floor level and 14 houses were inundated under the first floor level. Moreover, 100 buildings except dwelling houses, including two public establishments, were damaged by the snowfall. It was observed that most of the damaged buildings were made of wood, and therefore, the strength of the wooden constructions in this district was discussed. Among the dead, 67% were noted to be elderly individuals; most of these elderly individuals died during snow removal work. There is rapid social aging in the heavy snow districts in this background, and the support for the snow removal from the households only for the aged is a problem.
